first look at the proposed livery change to Air Force One. Assuming the colors are the official colors of the flag, here is a rendition of it:
UDPATE
A scale model of the proposed design was displayed at the White House today, June 20th, and new details not previously distinguishable or present in the initial renderings are now visible.
It appears there is a gold stripe bordering the blue and an additional thin red stripe at the bottom of the red cheat line. The engines are now painted blue and the engine pylons are gray. It's not clear if this is the finalized design. Here is an updated rendition:
Reportedly President Trump designed the livery himself and if that is the case the design is not unexpected. It bears a general resemblance to his personal jet and helicopter, both having a large area of a dark color (black rather than navy blue) with red accent stripes, albeit inverted vertically on his Boeing 757.
For comparison, this is approximately what the next Air Force One would have looked liked with the Loewy livery:
So what is my opinion on Mr. Trump's livery? It's very conservative (aesthetically speaking) and reminiscent of aircraft liveries from decades ago. It is perhaps a bit plain but it is not without some appeal. It certainly looks like a state aircraft—an American one—for better or for worse.

As best as I have been able to determine, the Pantone colors most consistently mentioned for the U.S. flag are Pantone 193C (crimson red) and Pantone 282C (deep navy blue).
The official designation in the Standard Color Reference of America is
Old Glory Red (Cable No. 70180)
White (Cable No. 70001)
Old Glory Blue (Cable No. 70075)
There are numerous considerations for reproducing physical colors in sRGB. For the sake of accessibility and sanity I am using the colors specified on the official Pantone site.
